Mayor Greg Fischer has described the sex-abuse scandal engulfing the Louisville police department’s Youth Explorer program as “our worst nightmare.” In a lawsuit first reported by the Courier-Journal, a former Scout identified only as N.C. alleges that two officers raped him while he was a participant in the program for teens interested in law enforcement.
